James E. Emmons

James Emmons began his career with De Luz Community Services District in 2017 as the General Manager. He provides executive direction of all functions, services, and activities of the District. He directs the development of overall goals, objectives and policies. He oversees the operating and capital improvement budgets and serves as the primary liaison for the District with a variety of city, county, state, and federal agencies. He was previously the first City Manager of Westlake Village and La Habra Heights and also served as Mayor of Westlake Village.
